His is the first exhaustive study of the political and diplomatic background of the United States' first armed conflict with a foreign power and the outcome of the quarrel, which was one of the farthest reaching, and cheapest, diplomatic agreements in our history. The Treaty of Mortefontaine, which embodied this Convention of 1800, brought peace to American shipping in the Caribbean, abrogated our first entangling alliance dating from the 1778 Treaty of military aid with France, and opened the way for Jefferson's negotiations with Napoleon that led to the Louisiana Purchase. In the course of the dispute, many of the most fascinating figures of the period became involved-John Adams, Alexander Hamilton, Thomas Jefferson, Charles Maurice de Talleyrand-Perigord, Napoleon Bonaparte and Toussaint L'Ouverture. War with France wa a very real possibility in 1798, particularly after officers in Paris refused to receive the official American envoys and when the published "XYZ" dispatches disclosed an attempt to bribe the United States in return for recognizing her emissaries. These affronts to the fledgling nation's pride, plus severe damage to American trade and naval crews, produced a "black cockade fever" which very nearly stampeded President Adamas into demanding a declaration of war that the Federalists in Congress were only too ready to give him.
